In March 1950, The Preliminary Opinion to Various Policies in Tibet was drafted. On May 11th, based on the investigation situation and The Preliminary Opinion, the Southwest Bureau drafted “the four conditions” on which the negotiation with Tibet local government was held.
The central government approved with the southwest bureau. After that, the Southwest Bureau adapted and augmented “the four conditions” and the ten conditions on which the negotiation with Tibet local government was held came into being.
(1)The Tibetan people shall be united and expell the imperialist forces from Tibet, returning to the big family of the motherland--the People's Republic of China.
(2)Tibet practices regional ethnic autonomy.
(3)There will be no changes with Tibet internal political system and the inherent position and power of the Dalai Lama and various government officials will remain in their office.
(4)China implements the policy of freedom of religious belief and protects the Lama monesteries, respecting the Tibetan people's religious belief and the local customs.
(5)The current military system will not be changed in Tibet and the Tibetan troops will become a part of the national defence forces of the People's Republic of China.
(6)The spoken and written language and school education of the Tibetan ethnic group will be developed.
(7)Agriculture, animal husbandry, industry, commerce will be developed and people's livelihood will be improved.
(8)Reform in Tibet will be conducted by the Tibetans themselves in accordance with methods taken through consultation between the Tibetan people and the Tibetan government leaders.
(9)As for the former Pro-imperialists and pro-Guomindang officials resolutely sever relations with imperialism and the Guomindang and do not engage in sabotage or resistance, they may continue to hold office irrespective of their past.
(10)The people Liberation Army will enter Tibet and consolidate the national defences. The PLA will abide by the above policy. Fund needed for the PLA troops in Tibet shall be covered by the Central People's government. The PLA will be fair in buying and selling.
The 10 conditions mentioned above laid the foundation of the policy of peaceful liberation for Tibet, also consisting the policy and specific terms for the central government seeking to liberate Tibet peacefully.
