In order to struggle for liberating Tibet peacefully, the Central People’s Government and the PLA contacted with the local government of Tibet to do the political work through various channels.
(1) On February 1950, the central government sent Tibetan cardres such as Zhang Jingcheng to carry the letter from Liao Hansheng who was the Vice chairman of the people's government of Qinghai province, to Dalai Lama and the Regent Dazha.
(2) On February 24th, 1950, the central government approved the Southwest Bureau to send the Han Chinese monk Master Zhiqing to Tibet, who had good connections with the upper class of Tibet. After arriving in Dege, Master Zhiqing was stopped due to the fact that the Tibetan army had already controlled the Jinsha River.
(3) In May 1950, the Northwest Bureau organized a Monastery Making Peace Group consisted by Taktser Rinpoche, the elder brother of the 14th Dalai Lama from the Kumbum of Qinghai and other two monks. On October 14th, they were stopped by the Heihe local government of Tibet on their way. After that, Taktser Rinpoche deserted to Tibet separatists. The other two Rinpoche’s activities were restricted. The rest of the Group such as Chi Yurui etc. were escorted to Zedang, Shannan and put under house arrest there until 1951.
(4) In July 1950, Geda Rinpoche from Ganzi, who was then the Vice Chairman of the People's Government of Xikang Province volunteered to go to Tibet. On his way to Tibet, he actively publicized the policies of the central government and carried out the work of persuasion. On the July 24th, Geda Rinpoche arrived Changdu and was restricted there by the local government of Tibet. On August 22nd, he was murdered in Changdu.
