In February 1951, the Tibetan local government decided to send a delegation of nga-phod-nga-dbang-vjigs-med via land and sea to the Beijing Peace Negotiations. On April 27, 1951, the plenipotentiaries of the Tibetan local government all arrived in Beijing and they were warmly greeted by the Central People’s Government.Zhou Enlai and other leaders of central government greeted delegation of Tibet local government, in banquet and watching movie.
